  • GENERAL PROVISIONS
  • Article 1. The main terms used in this Law and their definitions:
  • For the purposes of this Law, the following basic terms and definitions are used:
  • appeal – an individual or collective statement, proposal, complaint, set out in written, electronic or oral form;
  • the statement is a petition for assistance in the realization of the rights, freedoms and (or) legitimate interests of the applicant, not related to their violation, as well as a report on violations of legislative acts, shortcomings in the work of state bodies, other organizations (officials) (hereinafter, unless otherwise defined, an organization), individual entrepreneurs;
  • The proposal is a recommendation for improving the activities of organizations, individual entrepreneurs, improving the legal regulation of relations in state and public life, solving issues of economic, political, social and other spheres of activity of the state and society;
  • a complaint is a demand for the restoration of the rights, freedoms and (or) legitimate interests of the applicant violated by the actions (inaction) of organizations, citizens, including individual entrepreneurs (hereinafter, unless otherwise specified, a citizen);
  • the state unified (integrated) republican information system for accounting and processing appeals from citizens and legal entities (hereinafter referred to as the system for accounting and processing appeals) – an information system designed to submit electronic appeals to state bodies and other state organizations and receive responses (notifications) to them, as well as to process electronic appeals, responses (notifications) to them, electronic copies of written appeals, electronic copies of responses (notifications) to written appeals, other information about the consideration of appeals, about leaving appeals without consideration on the merits;
  • the applicant is a citizen or a legal entity who has submitted (submitting) an application;
  • a written appeal is an applicant's appeal in writing, including comments and (or) suggestions made in the book of comments and suggestions;
  • electronic appeal – an applicant's appeal submitted through the system of registration and processing of appeals;
  • oral appeal – the applicant's appeal, presented during a personal reception;
  • individual appeal – the appeal of one applicant;
  • collective appeal – an appeal by two or more applicants on the same issue (several issues);
  • repeated appeal is a written or electronic appeal received from the same applicant on the same issue to the same organization, including those sent from other organizations, or a comment and (or) a proposal made in the book of comments and suggestions by the same applicant on the same issue to the same individual entrepreneur, received within three years from the date of admission to the organization, to the individual entrepreneur of the initial appeal, if the initial appeal was answered to the applicant (notification was sent);
  • the book of comments and suggestions is a single sample document intended for making comments (statements and complaints) (hereinafter, unless otherwise specified, comments) and (or) proposals on the activities of an organization, an individual entrepreneur selling goods, performing works, providing services, the quality of goods sold, works performed, services rendered.

  • Come to personal appointment with a representative of the administration;

  • Send electronic appeal, designed accordingly.
To send an electronic appeal, you must:
  • Log in or Register in the system (links are clickable);
  • A button with the inscription will appear in your personal account: "Submit an appeal";
  • Clicking on it opens the application form, which should be filled out;
  • Required fields are marked with an asterisk (*);
  • If necessary, you can attach files in the appropriate section;
  • After filling out the form, you must click on the "Submit an application" button.

Appeals and correspondence in electronic form sent to the address of the Polyclinic of the National Academy of Sciences of Belarus, bypassing the intended form of electronic appeal, are not accepted for consideration!
